Canada Tightens Rules for International Students in 2024 Amid Growing Demand

New regulations aim to manage housing, resources, and infrastructure, while maintaining Canada’s appeal as a top destination for international students.

Canada has been a favored destination for international students due to its high-quality education system and post-graduation work opportunities. However, the Canadian government is implementing new regulations for international students beginning in 2024, in response to growing strain on housing, resources, and infrastructure. These new rules seek to achieve a balance between increasing demand and sustainable growth.

Study permit restrictions for 2024 and 2025:

  • A two-year limit on study permits has been established, restricting the number of international students allowed to enter Canada.
  • Study permits issued in 2024 will decrease by 35%.
  • The 2025 cap will be further reduced by 10%, to 437,000.

Post-Graduation Work Permit (PGWP) Program changes:

  • From November 1, 2024, public college graduates will only be eligible for a Post-Graduation Work Permit if they have studied in fields related to occupations facing labor shortages.
  • Graduates with bachelor’s, master’s, or doctoral degrees will remain eligible for a PGWP of up to three years, regardless of their field of study.

Modifications to Spousal Open Work Permit (SOWP) eligibility:

  • The Spousal Open Work Permit eligibility for international students’ spouses is being limited. Spouses of students in master’s programs will only qualify for a work permit if the program is at least 16 months long.
